Anti Ragging
About Anti Ragging
The AICTE has created “All India Council for Technical Education (Prevention and Prohibition of Ragging in Technical Institutions, Universities including Deemed to be Universities imparting technical education) Regulations 2009” under Section 23 and Section 10 of the AICTE Act, 1987
What is Ragging
“Ragging” means causing, inducing, compelling or forcing a student, whether by way of a practical joke or otherwise, to do any act which detracts from human dignity or violates his person or exposes him to ridicule or to forbear from doing any lawful act, by intimidating, wrongfully restraining, wrongfully confining, or injuring him or by using criminal force to him or by holding out to him any threat of such intimidation, wrongful restraint, wrongful confinement, injury or the use of criminal force.
What constitutes Ragging: - Ragging constitutes one or more of any of the following acts:
Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student;
- Indulging in rowdy or undisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student;
- Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student;
- Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher;
- Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students;
- Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students;
- Any act of physical abuse including all variants of it, sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person;
- Any act or abuse by spoken words, emails, posts, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student;
- Any act that affects the mental health and self-confidence of a fresher or any other student with or without an intent to derive a sadistic pleasure or showing off power, authority or superiority by a student over any fresher or any other student.
Punishments:
Depending upon the nature and gravity of the offence as established the possible punishments for those found guilty of ragging at the institution level shall be any one or any combination of the following:-
- Cancellation of admission.
- Suspension from attending classes.
- Withholding/withdrawing scholarship/fellowship and other benefits.
- Debarring from appearing in any test/examination or other evaluation process.
- Withholding results.
- Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc
- Suspension/expulsion from the hostel.
- Rustication from the institution for period ranging from 1 to 4 semesters.
- Expulsion from the institution and consequent debarring from admission to any other institution.
- Collective punishment: when the persons committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment as a deterrent to ensure community pressure on the potential raggers.
- Shall on conviction be punished with imprisonment for a term which may extent to one year or with fine or with both.

Anti – Ragging Squad

It shall be the duty of the committee to ensure compliance with the provisions of the Regulations as well as the provisions of any law for the time being in force concerning ragging and also to monitor and oversee the performance of the Anti-Ragging Squad in prevention of ragging in the Institution
Duties of Anti-Ragging Committee
Aims and Objectives of committee:
- To make SNS Polytechnic SUNKADAKATTE, Mangalore Campus “Zero Tolerance for Ragging” and Ragging free Zone by weeding out ragging in all its forms.
- To absolutely prohibit ragging within or outside the college campus.
- To prevent the occurrence of ragging by following anti ragging measures in the institution..
- To punish those who are indulging in ragging as per the guidelines.
- To sensitize students, staff and parents to adopt measures that will prevent ragging
Duties and Responsibilities of the Committee :
The Committee shall, with regard to providing facilitating communication of information regarding incidents of ragging in any institution, take the following steps, namely;
- The Committee shall establish fund and operate a toll-free Anti-Ragging Helpline, operational round the clock, which could be accessed by students in distress owing to ragging related incidents.
- Any distress message received at the Anti-Ragging Helpline shall be simultaneously relayed to the Head of the Institution, the Warden of the Hostels.
- The Head of the institution shall be obliged to act immediately in response to the information received from the Anti-Ragging Helpline.
- The telephone numbers of the Anti-Ragging Helpline and all the important functionaries, Heads of departments, faculty members, members of the anti-ragging committee and anti-ragging squads, Wardens of hostels, shall be widely disseminated for access or to seek help in emergencies.
- The Committee shall maintain an appropriate data base to be created out of affidavits, affirmed by each student and his/her parents/guardians and stored electronically by the institution, either on its or through an agency to be designated by it; and such database shall also function as a record of ragging complaints received and the status of the action taken thereon.
- The Committee shall make available the database to a non-governmental agency to be nominated by the Central Government to build confidence in the public and also to provide information of noncompliance with these Regulations to the Councils and to such bodies as may be authorized by the Committee or by the Central Government.
